Disadvantaged Business Enterprise

Clinton National Airport is committed to increasing opportunities for disadvantaged, small, minority and women-owned businesses.

The Disadvantaged Business Enterprise (DBE) program plays a very important role in this objective.  The program is funded by the United States Department of Transportation and administered by the Arkansas State Highway and Transportation Department. It seeks to eliminate discrimination in awarding federally-assisted business contracts and assist the development of businesses that can go on to compete in the marketplace outside the DBE program.

Bill and Hillary Clinton National Airport participates in the DBE program and has established a 15% DBE goal in accordance with the Code of Federal Regulation 49, Part 26 for the US Department of Transportation.

DBE program documents are available for review during the Commission’s normal business hours in the Properties Department.  Comments regarding the goal may be directed to Thomas W. Clarke, Director-Properties, Planning, and Development, Little Rock Municipal Airport Commission, One Airport Drive, Little Rock, AR. All comments shall be reviewed and considered as a part of the goal methodology.

DBE REQUIREMENTS

Before being certified as a DBE, a company must meet the following requirements:

The owner must be a citizen of the United States or a lawfully-admitted permanent residents, and a member of a socially- or economically-disadvantaged group, such as: Blacks, Hispanics, Native Americans, Asian-Pacific Islanders, Subcontinent Asians, service disabled veterans, or women regardless of race.

The business must be owned, at least 51% by one or more individuals who are considered members of a socially- or economically-disadvantaged group.

The owner must control the company’s management and daily operations.

An owner’s personal net worth cannot exceed $750,000 (excluding ownership interest in the firm and the equity in his/her primary residence).

The company must meet the Small Business Administration’s Size Standard requirements. Visit www.sba.gov for more information.
